2025 Residential Energy Code Forms
Official California Energy Commission compliance documents to show compliance with 2025 California
Building Energy Efficiency Standards (Title 24, Part 6 or Energy Code).
These forms are for single-family, townhome and duplex projects. Low-rise (three stories or less)
Multifamily and Mixed-Use must use new LMCC, LMCI and LMCV forms to document compliance starting with
the 2025 Energy Code.
CF1R Forms (Residential Certificates of Compliance)
If your project scope includes ECC measures, CF1R documents will need to be completed through a ECC Provider's registry. See the California Energy Commission website for more information on ECC and the ECC program.
CF1R documents are to demonstrate the project design and equipment are compliant with the Energy Code at time of permit application. You can use the Forms Ace tool to determine if your project requires ECC verification.

CF3R documents are to demonstrate field verification and/or diagnostic testing is compliant with the Energy Code at the time of construction and should be submitted by the HERS rater to the inspector.

NRCI Forms (Nonresidential Certificates of Installation)
The Nonresidential Certificates of Installation (NRCI) are to demonstrate installations are compliant with the Energy Code. Complete these forms during the bid process to ensure your equipment and materials selections comply before purchasing.
Paper forms are no longer available for most of the NRCIs for the 2025 Energy Code.
